Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
An STA will allow us to test, evaluate and demonstrate our system and algorithm in the real, complicated wireless environment which is impossible to reconstruct or imitate by emulations or simulations. It will also allow us to test the compatibility of our system to current wireless systems. All of these are critical to further development of our enabling technologies.

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
This is a test and evaluation of an experimental cognitive radio system designed and built by Rice University researchers. This experimental system enables secondary users to use the same channel as the TV broadcast tower and also within the broadcast towers coverage. It will be used to evaluate how advanced techniques can help to reduce interference from TV towers to secondary users and also to protect TV receivers from being interfered by secondary transmissions. This system is part of an ongoing research effort to largely improve spectral efficiency. Results from the experiments will be used to further refine the techniques. This research is under NSF grants CNS-1126478 and CNS-1012931.
