Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
RDRTec Inc, in cooperation with the Navy, has obtained a Certification of Spectrum Support for the RACAS system and is currently progressing through the process for a permanent frequency authorization with frequency assignments. This frequency authorization will eventually allow the system to be operated in several geographical locations. However, in an effort to continue system integration, it is prudent that the system continue through a gamut of testing, requiring the RF transmission at our local test location south of Dallas, TX.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
To support data preliminary data collection and analysis. RDR Tec has obtained Stage-3 spectrum certification for the RDR-001 RACAS Radar. The intended usage of these operations is to support data preliminary data collection and analysis. The RACAS system will be used to gather clutter data, including both sea and land clutter. Ultimately, the main RACAS test program will demonstrate that the RACAS hardware and software meets the customers requirements of an autonomous UAV collision avoidance system. This system is to detect airborne collision hazards to the MQ-8 Firescout helicopter and calculate avoidance maneuvers to avoid hazards such as other aircraft (military and civilian), UAVs, gliders, balloons, and parachutists. The RACAS test and demonstration sequence will begin with several ground collections to shakedown the radar hardware, followed by airborne collections to demonstrate performance.
