Please explain in the area below why an STA is necessary:
THIS STA REPLACE 0393 ST 04 The test target to be placed on the Boeing Building site in Seal Beach, will confirm that both the primary and secondary radar systems are working and are properly calibrated. The primary radar system will detect the echo of the radar reflector and report range, azimuth and elevation. The secondary radar system (aka ATCRBS IFF) will interrogate the test target transponder and receive the responder reply, including test target height. The test target is needed to prove that a radar is working properly (i.e., that the radar is detecting and reporting the target position accurately). The test target simulates a real target by providing a radar cross section (skin return), and by providing a transponder reply. The test target is composed of three elements: (1) the ATCRBS IFF transponder, which is usually installed in the aircraft, to report identification and height information to air traffic controllers; (2) a radar reflector which provides a target echo at X-band; and (3) a radar reflector, which provides a target echo at S-band. By providing two types of reflectors, x- and s-band, two types of radar can be tested.
