Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Air-to-ground communications in support of testing under various US Government contracts. The Capri program is developing, demonstrating, and maturing advanced air-to-ground radar capabilities for eventual use by US government customers. The Capri system is a wideband (> 1 GHz) experimental radar characterized by a 500 W peak power transmitter (90 watts average power) and a highly directional antenna (>35 dB gain. The radar energy is distributed approximately uniformly throughout the transmission bandwidth. The radar is operated with pulsed waveforms modulated using linear FM and/or phase encoding. The purpose of the experiments is to characterize basic phenomenology and measure performance of waveforms and pulse encoding schemes in a wide bandwidth, Ku band system. To Include the operation of altitude 5,000 to 35,000 ft.
