Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Special Temporary Authorization is being requested for this system to allow Raytheon Company to perform demonstration and development on the Raytheon Multi-Purpose Testbed (Boeing 727 aircraft owned by Raytheon). The Capri program is developing, demonstrating maturing advanced air-to ground radar capabilities for eventual use by U.S. government customers. The Capri system is a wide band (> 1 GHz) experimental radar characterized by a 300 watt peak power transmitter (60watts average power) and a highly directional antenna (> 35db gain). The radar energy is distributed approximately uniformly throughout the transmission bandwidth. The radar is operated with pulsed waveforms modulated using linear FM and/ or phase encoding. The purpose of the experiments is to characterize basic phenomenology and measure performance of waveforms and pulse encoding schemes in a wide bandwidth, KU band system. To include the operations of altitude 5,000 to 35,000 ft.
