Please explain in the area below why an STA is necessary:
Raytheon Missile Systems was recently awarded a government contract requiring the testing requested here. The timeframe for starting to deliver results on the contract requires that RMS initiate its research and testing almost immediately. RMS explains in greater detail in the exhibit attached hereto why an STA is appropriate in this instance.

Raytheon is proposing to step through the requested frequencies in 100 MHz increments to test the receive-only radar on one of its missile systems. The experiment will test how to improve the performance of the receive-only radar in target acquisition, detection, and response. When the missile system works properly, it can intercept incoming threats before they can harm US soldiers or civilians.
