Please explain in the area below why an STA is necessary:
Raytheon has been experimenting with the development of unmanned aerial systems for some time. Those experiments were both for government customers, on contracts, and for its own technology development. The radio use requested here was previously authorized under an Army frequency assignment, which recently expired. A request to renew the frequency assignment was denied because this program is currently between contracts. The research program, now funded internally by Raytheon, must continue. Therefore Raytheon is seeking temporary authorization to continue its experimental operations.

Please explain the purpose of operation:
This request is URGENT. The program will be shut down without the requested authorization, because it has no other means of controlling the UAV in flight. The operation proposed will use the FreeWave radios for command and control functions in the development of the UAV, optimizing its use. The radio use is not the experiment itself, but the use of the radios is essential in the development of the underlying UAV technology. This application is for an FCC authorization to continue operations that were previously authorized by an Army frequency assignment. The use has been coordinated with the DOD. There has been no interference as a result of the previous operation of these Freewave Radios, and none of the operating parameters are changing. Raytheon is filing this application because it must keep its research program going, but for the moment, with no specific contract, an FCC license is required.
