Please explain in the area below why an STA is necessary:
The proposed testing is scheduled to last for only 8 working days in Tucson, and for only 2 hours in Waltham, Massachusetts. The time limits make an STA request appropriate. Raytheon is requesting expedited processing. The corporate office has called the program to headquarters to demonstrate a new technology, and for the program to meet the demonstration deadline, the testing must take place as soon as possible. The meeting at headquarters was just scheduled. It was called so that the company can respond to an urgent need from some of its DOD customers for this new technology.

The operation is intended to measure receiver sensitivity by comparing a known additive white Gaussian noise source to background noise as received by the system under test. More data on the operation is included in the exhibit attached.
