Please explain in the area below why an STA is necessary:
We are building a military training system to be used in Kenya by the British Army. It operates in the 1350-1390 MHz band but we need a way to test it over the air prior to completion and shipment abroad. Can use 1 to 5 watts FHSS hopping among any 25-50 frequencies in this band. Testing to be done at our facility in Boise Idaho.

The delivered system will collect GPS position and status from about 1000 trainees but for testing we need only about 40 nodes plus a master station. Test area needs to be only 1 to 5 km square.
