An STA is necessary to authorize the temporary operation of a ProSensing KASPR Ka-band scanning cloud radar for a 6-month atmospheric research field campaign. Operating a radar transmitter in the United States requires a Federal Communications Commission Part 5 Experimental Radio Station License before the equipment can be used. The experimental operation is strictly limited in duration, scheduled to run from October 1, 2026, through March 31, 2027, making a temporary authorization appropriate.

Please explain the purpose of operation:
The primary objective of this campaign is to test scanning methods and software improvements in the validation of cloud seeding effects in a natural orographic cloud environment. Rainmaker Technology Corporation will deploy the KASPR radar, UAV-based seeding platforms, and supporting instrumentation to detect, characterize, and quantify radar signatures attributable to seeding-induced glaciation events. The campaign is designed to answer whether the emitted concentration of active ice nuclei is suspended long enough to create a measurable perturbation detectable by the scanning cloud radar. This radar-validated observational data will advance the scientific foundation of cloud seeding, demonstrate operational efficacy for drought relief to clients, and provide the evidentiary basis required to support future operational approvals and regulatory compliance.
