Please explain in the area below why an STA is necessary:
The observations this program requires can only be collected during the cool-season orographic precipitation period in northeast Oregon, which runs from October through March. Rainmaker therefore requires operating authority effective at the start of that season, and temporary authority is the only instrument that can be in place by that date. The requested term of October 1, 2026 through March 31, 2027.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
Rainmaker will operate the Agile Radar ROARS-KU001 Ku-band electronically scanned radar units at two areas of operation in Umatilla County, Oregon. The purpose is to develop and evaluate electronically steered adaptive radar scanning strategies and associated signal-processing methods for measuring rapidly evolving orographic cloud systems in complex terrain. Objectives include characterizing Ku-band reflectivity and Doppler retrieval performance in cool-season precipitation and assessing whether electronic beam steering improves clutter rejection and beam-blockage mitigation in high-relief terrain. Detection of reflectivity signatures associated with cloud seeding serves as the test case against which the sampling strategies are evaluated.
