Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Qualcomm will install a MediaFLO transmitter for demonstration purposes at the FCCs rural broadband Summit in Austin Texas. MediaFLO has not launched commercial coverage in the area so an extremely low power transmitter will be used to provide coverage in the conference room. There is no TV station transmitting on channel 55 so no interference report has been provided given the indoor MediaFLO transmit power will only be 1W ERP.
