Please explain in the area below why an STA is necessary:
QUALCOMM will complete indoor testing and demonstration of MediaFLO technology inside a QUALCOMM building. Although QUALCOMM owns the channel 55, Lower 700 MHz D Block (716-722 MHz) license, in the San Diego area (call sign WPWU989), the spectrum is currently unavailable for a full commercial deployment due to usage by an incumbent TV station (call sign KFMB-DT).

Please explain the purpose of operation:
QUALCOMM will provide indoor Channel 55 MediaFLO coverage using a single low power transmitter for evaluation of MediaFLO technology. Coordination with the current channel 55 TV operator has already been completed and the concurrence letter has been uploaded with the STA application. The minimum transmit power required to overcome the ambient channel 55 signal and provide the necessary coverage inside the building will actually be used. The transmitter will not exceed 5W EIRP as agreed upon with the channel 55 operator.
