Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
QUALCOMM is a member of the FAA commissioned RTCA Special Committee 202 which was established to investigate the compatibility between portable electronic devices (PED) and aircraft systems. In support of the RTCA committee investigation, QUALCOMM is participating in a collaborative test program which is currently scheduled to take place between April 26th and April 30th 2004 with Part 22 Cellular and Part 24 PCS devices. The test program requires that multiple phones be exercised within the aircraft cabin at specific frequencies and under maximum transmit power conditions while the aircraft systems are monitored for susceptibilities. The RTCA SC202 also terms of reference identify picocell technology as a new technology that should be investigated and therefore a 2nd set of tests will be performed with the phones exercised under picocell control in order to establish emission levels under these conditions. In this configuration, pico base station transceivers and distributed cabin antennas will form a local network within which the phones will be controlled.
