Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This STA is required to authorize a very low power MediaFLO transmitter that will be used to demonstrate the MediaFLO technology inside the Orlando Convention Center during CTIA 2007. Although the FCC has granted an application filed by QUALCOMM to launch MediaFLO commercial service throughout the Orlando area from high power sites (see Letter to Michael E. Carosella, DA 07-711, released Feb. 15, 2007), an STA is required to perform technical demonstrations from this temporary low power transmitter during CTIA 2007. The detectable RF emissions outside the convention center sourced from the indoor transmitter, if any, are expected be significantly lower then the RF power levels sourced from the authorized transmitters in Orlando, which began transmission on March 1, 2007.

Qualcomm will install a very low power MediaFLO transmitter and an omni-directional antenna inside the Qualcomm booth located within the Orlando Convention Center. The transmitter will be limited to 1mW ERP. Please see the attached interference report for an interference study completed by duTreil, Lundin & Rackley, Inc demonstrating 0% interference caused to channel 55 TV stations. In addition, the transmitter was treated as an outdoor radiator in the interference analysis. For this reason the results are conservative given the convention center walls will provide additional attenuation to the indoor transmit signal.
