Please explain in the area below why an STA is necessary:
QuadSat requests a Special Temporary Authority (STA) to conduct a short-duration experimental field test of a drone-mounted Ka-band radio-frequency test payload. The proposed operations are limited to a single test campaign of no more than seven (7) days within the requested authorization period and are intended solely for equipment evaluation and validation. Because the experiment is temporary, site-specific, and of limited duration, an STA is the appropriate authorization under Part 5 of the Commissions Rules.

Please explain the purpose of operation:
The purpose of the proposed operation is to evaluate the tracking and radio-frequency communication performance of a Ka-band satellite ground terminal using a drone-mounted experimental payload that emulates satellite motion. The unmanned aircraft will transmit controlled test signals in the 18.0–19.0 GHz band while following pre-programmed flight trajectories representative of Medium Earth Orbit (MEO) and Low Earth Orbit (LEO) satellite elevation profiles. The experiment will measure antenna tracking performance, communication link quality, and overall system performance under controlled conditions. All testing will be conducted locally between the airborne payload and the ground terminal. The experiment is not connected to any operational satellite or commercial communications network.
