Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The applicant, Portland General Electric Company (PGE), is building a wide-area private land mobile radio (PLMR) system using frequencies in the 217.00-217.50 MHz Automated Maritime Telecommunications Service (AMTS). PGE holds a Part 80 geographic license for these AMTS frequencies (Call Sign WQZH595). However, before commencing operation under its Part 80 license PGE is required by the Part 80 rules to analyze the potential for interference to reception of TV channels 10 and 13 in its area of operation. Because the equipment PGE intends to use is the first Tait DMR3 deployment in a utility environment PGE wishes to conduct propagation studies to aid in its system design and to minimize impact to TV reception. This field testing will be used to validate or suggest changes to system design or to add sites to the currently planned 21-site system. Given the time needed to engineer, permit and construct sites, PGE needs answers as soon as possible. Prompt grant of STA will allow PGE to test system performance during severe winter weather conditions in the Pacific Northwest. This equipment is newly FCC type-accepted and manufactured so tests could not have been conducted earlier. (see attachment)
