Please explain in the area below why an STA is necessary:
The applicant, Portland General Electric Company (PGE), is building a wide-area private land mobile radio (PLMR) system using frequencies in the 217.00-217.50 MHz Automated Maritime Telecommunications Service (AMTS). PGE holds a Part 80 geographic license for these AMTS frequencies (Call Sign WQZH595), but may not operate at these locations under Part 80 until the Commission reviews and approves its Part 80 engineering study that addresses the potential for interference to television reception. Because the equipment PGE intends to use is the first Tait DMR3 deployment in a utility environment PGE wishes to conduct propagation studies to aid in its system design and to minimize impact to TV reception, as required for AMTS licensees. PGE has been testing at 4 sites (under Experimental STA WM9XEA) and wishes to expand testing to 10 additional sites.
