Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The instrument being tested is an airborne radar and as such, requires a license to legally transmit within the borders of the United States. The radar will be deployed on a New York Air National Guard LC-130. Primary use of the instrument will be outside of the country, but some testing will be done in the U.S. Duration of tests will not exceed 6 months.

The purpose of the operation is to test and calibrate an experimental airborne ice-penetrating radar. The purpose of the tests will be to assess whether the system functions as designed and to calibrate the radar prior to use in the field outside of the U.S.
