Pinellas County requests that the Federal Communications Commission (FCC) grant an experimental special temporary authority (Experimental STA) for use of the public safety and unlicensed D block spectrum in Pinellas County and Tampa, Florida to field test a Long Term Evolution (LTE) network beginning on July 1st and ending on January 1, 2013. The demonstration and subsequent trial network will show LTE broadband capabilities that will ultimately protect the life, health, or property of first responders and the citizens of Florida

Please explain the purpose of operation:
The demonstration will conform to the following parameters: 1. Operation will be confined to the immediate vicinity of Tropicana Field and downtown Tampa. The demonstration network is an adjunct wireless broadband capability that will be used initially for the Republican National Convention, which is a National Special Significant Event (NSSE) that occurs on August 26-30 2012. The demonstration LTE network will be used in conjunction with other law enforcement agencies in the Pinellas County and the immediate Tampa area, which would include police, fire and EMS. The equipment would include two base stations and associated antenna located at the demonstration site, along-with less then 50 portable units operating at no more than 4.8 kilometers from the base site. 2. We are requesting authority from the FCC to operate over the 758-768/788-798 MHz band, which is currently licensed on a nationwide basis to the PSST and is unlicensed D block spectrum. 3. Operation will occur between July 1 ? January 1, 2012, allowing time during that period for setup and testing, demonstrations, and teardown. 4. Pinellas County has analyzed information from the FCC?s ULS databases and has determined that the proposed operation would not interfere or create a significant potential for interference with any public safety operations in the 700 MHz band. Specifically, we found no active public safety licenses authorizing operation in the Pinellas County and Tampa, Florida area on frequencies that are co-channel to those proposed in this STA request.
