Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Peabody Powder River Mining, LLC (?Peabody?) hereby requests special temporary authority (?STA?) to test a device in real world conditions in order to determine if the equipment will be suitable for the proposed application. The equipment being provided by the manufacturer will be used at a mining location in order to determine whether there is high-wall creep (meaning that there is movement in the walls of the mine). Peabody is engaged in surface mining of coal deposits where holes are dug into the ground?s surface, much like a rock quarry. These holes can run as high as several hundred feet deep and up to approximately 750 feet wide. As a result, the walls are hundreds of feet high from the base of the large hole. The purpose of the equipment is to determine whether high-wall creep exists by emitting an RF signal and measuring the time that it takes for the RF wave to be reflected back to the receiver. Determining whether or not high-wall creep exists is critical to ensuring the stability of the mine and the safety of mine personnel. The proposed start date is the later of April 4, 2012 or the date of grant of this STA request for a period of 180 days from the later of April 4, 2012 or the date of grant.
