Please explain in the area below why an STA is necessary:
To test a very small synthetic aperature radar (SAR) under development for the US Special Operations Command. The tests will be flown on both a small general aviation aircraft, and on a UAV. The operations are intended to calibrate the SAR system and generate data for determining the system resolution and optimum operational parameters as a function of flight parameters: altitude, ground speed, maneuvering limits.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
To test a prototype of a foilage penetrating synthetic aperature radar imaging system. Airborne tests of the SAR radar will be conducted at altitudes from 500 feet to 5000 feet. In each case, the radar will be operated in a downward mode or at an oblique angle. The radar will be operated over uninhabited areas or sparsely settled farm land.
