Please explain in the area below why an STA is necessary:
Orbital Sciences Corporation is manufacturing and testing the DART spacecraft for NASA. Some required spacecraft testing involves the use of telemetry transmitters and RF test equipment to verify proper operation of the command, control, and telemetry subsystem. These operations are required as part of the spacecraft test program. Spacecraft transmitters will be activated at certain times so that RF characteristics can be evaluated/measured, and proper transmission of telemetry can be confirmed. Also, RF test equipment will be used to transmit signals so that the spacecraft RF receiver can be tested. All of this testing will take place inside the satellite manufacturing facility building at Orbital Sciences.
