Please explain the purpose of operation:
The purpose is to test the OrbView-3 spacecraft compatibility with the existing Dulles ground station at the two spacecraft frequencies of 8190 MHz (at +25 dBW EIRP radiating out of a patch array, 75 MHz bandwidth) and 401.5 MHz (at +10 dBW EIRP radiating out the spacecraft UHF omnis, 50 kHz bandwidth).
