Orbital ATK will utilize the Minotaur-C Launch Vehicle to deliver the Skybox-1 payload to a 500 km x 500 km circular orbit at 97.4 degrees inclination. The mission requires ground based pre-launch testing, and vehicle-to-ground communication from launch through payload delivery. An STA is required in order to manage the RF launch vehicle emissions during the brief time pre-launch testing and launch mission communications occur. Scheduled launch is scheduled for 10/17/09

Please explain the purpose of operation:
Radio frequency emitters on the launch vehicle serve 2 operational purposes. One purpose is to provide telemetry (S-Band), which is used to monitor launch vehicle health and status and to communicate the inertial guidance position of the launch vehicle. The other purpose is to support range tracking (C-Band) by way of a transponder that is interrogated from the ground.
