Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Orbital ATK will utilize the Minotaur IV Launch Vehicle to deliver the Operational Responsive Space (ORS) spacecraft to a 600 km x 600 km circular orbit at 0 degrees inclination. During the 4-6 week period prior to launch, there are various ground tests that must occur to confirm launch vehicle RF system performance for the mission. The FCC and NTIA require that emissions from these RF tests be managed through obtaining a license. Since this period of time is less than 6 months, Orbital ATK has been directed to obtain an STA license in order to insure proper management of emissions from these ground-based RF tests.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Orbital ATK will utilize the Minotaur IV Launch Vehicle to deliver the ORS spacecraft to a 600 km x 600 km circular orbit at 0 degrees inclination. Radio frequency emitters on the launch vehicle serve 2 operational purposes. One purpose is to provide telemetry, which is used to monitor launch vehicle health and status and to communicate the inertial guidance position of the launch vehicle. The other purpose is to support range tracking by way of a transponder that is interrogated from the ground. These RF systems will be tested on the ground at the launch pad prior to launch.
