Please explain in the area below why an STA is necessary:
Orbital ATK will utilize the Minotaur IV Launch Vehicle to deliver the Operational Responsive Space (ORS) spacecraft to a 600 km x 600 km circular orbit at 0 degrees inclination. The mission requires vehicle-to-ground communication from launch through payload delivery. The NTIA requires Orbital ATK to request an STA to license the radio frequency emitters on the launch vehicle in order to manage emissions during the short duration of the launch mission.

Please explain the purpose of operation:
Orbital ATK will utilize the Minotaur IV Launch Vehicle to deliver the ORS spacecraft to a 600 km x 600 km circular orbit at 0 degrees inclination. Radio frequency emitters on the launch vehicle serve 2 operational purposes. One purpose is to provide telemetry, which is used to monitor launch vehicle health and status and to communicate the inertial guidance position of the launch vehicle. The other purpose is to support range tracking by way of a transponder that is interrogated from the ground.
