Please explain in the area below why an STA is necessary:
Extension request of Grant Number 0957-EX-ST-2016. Launch of the Japanese Space Agency ISS resupply mission which will take OSNSat-1 to the ISS, from where it will be deployed in low earth orbit, has been delayed for technical reasons. Launch now scheduled for December 3, 2016, with turnover of OSNSat-1 to JAXA now scheduled for November 7, 2016. JAXA has now requested that the STA begin on the turnover date and be extended to continue in effect for one year, as JAXA has contracted with GAUSS to deploy the Picosat Orbital Deployer in which OSNSat-1 is contained, from the ISS within a year of the turnover date.
