Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The OSNSat-1 will be taken to the ISS on a JAXA resupply mission. The Tubesat will be ejected from the ISS on or about November 1, 2016, after which it will transmit in the 902-928 MHz band. It will only transmit in response to a US based ground station and thus will only transmit in the band only over the United States. Although the 902-928 Mhz transmission equipment we are using is deployed in the United States and is currently being used terrestrially, it has not been used from space. The duration of the mission is expected to be from 90-150 days, which is less than the 6 month maximum for an STA.
