Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
OP LLC seeks an STA to evaluate and test equipment which is not FCC type accepted. OP accepts liability for immediately correcting any interference, in the unlikely event this were to occur. OP seeks to conduct testing for a period of 180 days, and therefore requests a 180 day special temporary authority with an expectation that a subsequent renewal STA will not be required. OP has previously been granted STA?s to facilitate equipment field evaluation.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
OP LLC is currently licensed to operate a nationwide communications system in the 1670 ? 1675MHz allocation which was reallocated from federal operations and authorized through FCC Auction 46. OP?s callsign is WPYQ831. OP currently has two vendors for base station transmitter systems, which have products available and which have received FCC type approval. In line with OP?s desire to engage multiple domestic vendors, a third supplier, Harris Corporation, has introduced an innovative and efficient transmitter product which is available to OP for technical trial and field evaluation. Diversity of suppliers is a critical factor in reducing the risk in deploying OP?s nationwide mobile media network within the desired timeframe. While Harris Corp. anticipate filing documents with the FCC to seek type approval for its Cool Play 1670? product in the next few months, they do not anticipate that this will be received within the timeframe desired for field evaluation. Therefore, OP seeks authorization to use the Harris Cool Play 1670? at the site detailed below, as a field test facility to allow extended technical evaluation. The Harris transmitter system will be fully compliant with all technical requirements for the band, and all parameters will be assessed again on site, prior to deployment.
