Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Ondas Networks is working with the Class I Freight Rail Industry to test new SDR radio technology that can support a contiguous 125 kHz channel in the 900 MHz band (896-901/935-940 MHz). This larger channel size will allow for increased bandwidth applications for enhanced rail security and real time monitoring of rail traffic. Our testing in San Jose, CA will be done in parallel to an experimental test (filed separately) by BNSF using our technology in Plainview, Texas. This testing is in support of actions that are currently being considered by the FCC under the Notice of Proposed Rulemaking - WT Docket No. 17-200. PDV Spectrum Holding Company, LLC has provided us with permission (see attached support letter) to use their channel Block C in MTA 004 which is classified under their Callsign: KNNX601. The specific frequencies are: 896.50625-896.63125 MHz 935.50625-935.63125 MHz
