Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:

OmniAir is sponsoring a PlugFest from November 8 to November 12 in the Columbus, Ohio area and in partnership with the Ohio State University’s Center for Automotive Research. Road testing is planned of ITS roadside and onboard radio units operating in the 5.895 to 5.925 GHz Band using LTE-V (C-V2X) wireless communications technology. Specifically, vehicles will be equipped with prototype onboard units from several manufacturers. The onboard units will communicate with various roadside units temporarily deployed on the roadside infrastructure to test the efficacy of LTE-V (C-V2X) communications in differing scenarios, e.g., intersection, urban and suburban. An STA is necessary to authorize the planned temporary testing during the dates of the PlugFest. As stated in FCC Doc. 20-164 (para. 110 and FN291), the FCC will authorize LTE-V (C-V2X) operations in the 5.895 to 5.925 GHz Band through the STA regulatory process.
