Please explain in the area below why an STA is necessary:
Oceus Networks seeks an STA to conduct research trials using the spectrum identified below (the Spectrum) to determine whether the LTE (Long Term Evolved) wireless protocol can operate effectively on a Space Data SkySite® platform network developed by Space Data Corporation (Space Data). The SkySite® platform, a near space balloon-based telecommunications system, houses an Oceus Networks Xiphos® LTE network in a box, that will provide the 4G LTE connectivity. The network is further described in the attached Exhibit 1. Oceus Networks, in conjunction with Space Data, intends to conduct the trials using standard commercially available LTE-based public safety user devices to determine if a near-space platform, can be useful in rapidly restoring LTE coverage during the first 72 hours immediately following a disaster that causes outages in terrestrial LTE networks or in areas where terrestrial LTE coverage is unavailable. The trial results will be filed as ex parte comments in the Commission’s Deployable Aerial Communications Architecture (DACA) proceeding (PS Docket No. 11-15). Previously, the Public Safety Spectrum Trust (PSST) Corporation, the licensee of the upper 5 MHz of the Spectrum, consented to allow Space Data access to the Spectrum to conduct the trials, as explained in PSST’s signed authorization, attached as Exhibit 2.

To conduct limited research trials to determine the compatibility of the LTE wireless protocol with a high-altitude, aerial near space platform network. Initial flight tests will occur at Space Data’s facilities in Chandler, AZ. Live testing will occur in Boulder, CO. The NTIA PSCR will participate in data collection and utilize Boulder PSCR Testbed System to monitor potential interference to existing systems. Oceus Networks has contacted the neighboring NTIA BTOP public safety grant winner in Adams County, CO. They will not be operational during the requested testing timeframe and indicated they would file a letter in conjunction with this STA request. These trials should not cause harmful interference to adjacent licensee operations. See also Exhibit 1.
