Please explain in the area below why an STA is necessary:
NOTE: This application is a re-submission of earlier application 0087-EX-ST-2015 which was rejected. Our Director Flight Inspection Systems, Mr. Sigurd Bjelkaroy, discussed the application in more detail with Mr. Victor Hinto at FAA (as referred to in the Dismissed - without prejudice-letter). Based on this, some misunderstandings were cleared, and we were asked to re-submit. Our company, NSM, is subcontractor to Textron (Cessna) related to a project with delivery of three modified aircraft with special Flight Inspection Aircraft to Japan Civil Aviation Bureau. These aircraft and systems will be used for control and calibration of civil aviation facilities (ILS, DME, VOR, VHF etc) in Japan. For testing of measurement of signal strength, we (NSM) need to perform a test where we transmit a signal in three different frequencies (one at a time) in the aviation frequency band. Due to this transmission, we need to apply for STA.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
Our operation will be to use a dedicated transmitter and antenna to transmit a signal in the frequencies 108.2 MHz, 113.0 MHz and 117.6 MHz. At the time of transmission, the aircraft with our flight inspection system installed, will be receiving the signal from the antennas and performing necessary measurements. The operation is expected to take around 3-5 hours in total, with the time evenly distributed between the different frequencies. This exercise will be performed only once during the period specified in Operation Start Date and Operation End Date - the exact date depends on various outside factors. The signal strength of the transmission is estimated to around+40 dBm - around 10 W. The signal will be carrier only, without any modulations. Please note that the frequencies does not need to be exactly the ones listed, but should be in the lower, middle and upper frequency range of the VOR/LLZ-band.
