Please explain in the area below why an STA is necessary:
Northrop Grumman requests filing of a Special Temporary Authority (STA) for Broadband Radio Service (BRS) channels H3 and G4 whose frequency range is from 2.674 GHz to 2.680 GHz and 2.680 GHz to 2.686 GHz, respectively. The reason for this request is that Northrop Grumman Information Technology (NGIT) was recently awarded the contract for the Citywide Mobile Wireless Network by the New York City Department of Information Technology and Telecommunications (DoITT) for a secure, high-speed, broadband wireless network. This wireless network will be used by various user groups in New York City that include NYPD, FDNY, the Department of Transportation, the Office of Emergency Management, etc.

Please explain the purpose of operation:
This high-speed, secure broadband wireless network will provide state-of-the-art wireless services to public safety/first responders in New York City. The Northrop Grumman solution for this project will utilize equipment manufactured by IPWireless that operates in the 2.5 GHz band. The IPWireless equipment functionality is optimized using 10 MHz of contiguous spectrum.
