Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Northrop Grumman requires the filing of a Special Temporary Authority (STA) for Broadband Radio Service (BRS) channels H3 and G4 whose frequency ranges are from 2.674GHz to 2.680GHz and 2.680GHz to 2.686 GHz, respectively. The reason for this request is that Northrop Grumman was recently awarded a contract for a pilot network in lower Manhattan by the New York City Department of Information Technology and Telecommunications (DoITT) for a secure, high-speed wireless network. This wireless network will be used by various user groups in New York City including NYPD, FDNY, the Department of Transportation, the Office of Emergency Management, etc. Upon completion of the pilot network, one Integrator will be awarded a contract to build, operate, and maintain a secure, high-speed wireless network for all five boroughs of New York City.

Please explain the purpose of operation:
Secure high-speed wireless pilot network in lower Manhattan for the New York City Department of Information Technology and Telecommunications (DoITT). The Northrop Grumman solution for this project will utilize equipment manufactured by IPWireless that operates in the 2.5Ghz band. The IPWireless equipment functionality is optimized using 10Mhz of contiguous spectrum.
