Please explain in the area below why an STA is necessary:
Northrop Grumman requests the filing of a (STA) Special Temporary Authority provided on MMDS-ITFS band A1, A2, A3, and A4 block frequencies, which range from (2.500 GHz to 2.542 GHz in 6MHz alternating blocks); MMDS-ITFS band B1, B2, B3, and B4 block frequencies, which range from (2.506 GHz to 2.548 GHz in 6MHz alternating blocks). The reason for the STA request is to build a safety awareness wireless broadband network for the (DOD HLS_ACTD) United States Department of Defense Homeland Security Advanced Concept Technology Demonstration. The system will be an information sharing system that will improve situational awareness and decision making for the federal, state, and local agencies including public safety personnel on one communications medium. It will provide secure mobile wireless communications among first responders and war fighters. The system will save lives, time, and money. It will deter, prevent, and rapidly defeat terrorist acts and safeguard our quality of life. The United States Homeland Security Advanced Concept Technology Demonstration (HLS ACTD) has an objective to build a broadband wireless network in Thibodaux Louisiana. The purpose is to enhance protection for critical infrastructures. Improve the communications between the Department of Defense and the local region. Improve national awareness of incidents in South Louisiana. Improve national awareness of incidents in South Louisiana. Build a joint response incident management. Improve communications within the local community. The purpose of this program is to provide a converged, high-speed, secure broadband wireless network. This experiment will use the technology of IP Wireless 4th Generation (4G) UMTS hardware. Once in operation, this site will be used to demonstrate this to federal, local, and state agencies as well as public safety/law enforcement personnel.
