Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
This program will develop and demonstrate new antenna hardware, with new control and processing software, for application to line of sight communications. The objective of the research program is to take advantage of the improved antenna to make a family of low cost hardware with minimal software changes. Use of the AESA antenna enables rapid, non-mechanical pointing to multiple target / communication node locations, or to progressively track and maintain a link with a moving communications node. In the future, the program intends to demonstrate the system to the government at various test ranges to support the multiple conceptual applications. For this test, the AESA antenna will be mounted on an existing building; the formed beam will be pointed down to a target horn about 15 degrees below the horizon on an azimuth of 90 degrees relative to true north.
