Please explain in the area below why an STA is necessary:
An STA is necessary to test operation of equipment for video uplinks and downlinks in an aeronautical mobile configuration in the requested spectrum bands. This testing is necessary to assess the feasibility of relocating L/S band uses to the C-band if the FCC adopts certain spectrum allocation proposals.
