Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
An STA is necessary to prove the feasibility of a target tracking and identification technology to be conducted under contract HDTRA1-13-C-0053 with the Office of the Secretary of Defense, through the Defense Threat Reduction Agency (DTRA). The Government contract POC is Thomas McKnight, 703-767-2885. After review, the FAA conditionally concurred with this use but the necessity has changed from long term to only short term so this new STA Application is intended to replace file no. 0096-EX-PL-2015. See attachment to this application.

The purpose is to prove the feasibility of a tracking and identification technology in an operational scenario under the U.S. Government contract referenced above. The proposed use will not be an additional service as normally envisioned for this frequency band. This product’s ultimate use is intended to be only outside the United States. The duration of proposed testing is limited to one location for a one-time test in July or August.
