Please explain the purpose of operation:
Development and testing of a fixed base and mobile experimental communications system. Northrop Grumman has been contracted to develop and test a radio communications system for sale to the Runitel Police, Aleries, Algeria (Contract No. JSY1002-SUB-001-0-04). Northrop Grumman requests a grant to operate a fixed base and mobile experimental radio facilities within a 3 km radius around 7040 Troy Hill Drive, Elkridge (Howard County), Maryland (NAD-83 coordinates: 39-45-53 North; 076-45-14 West), which has an elevation of 76 m ASL.
