Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
Testing of the STARLite SAR/GMTI Tactical Radar System (STARLite) pursuant to U.S. Army Contract No. W15P7T-08-C-P427. The proposed airborne mobile experimental operations will be located within a 185 kilometer radius of the following two locations: Mojave, California (Lat/Long: 35-03-32 N / 118-09-05 W; Elevation 13,716 meters); and Sacramento, California (Lat/Long: 38-40-04 N / 121-24-02 W; Elevation 13,716 meters) and will utilize a 27.7 dBi phased array antenna with vertical polarization. The transmissions will be between 16.2 to 17.3 GHz, with a peak output power of 32 Watts. The modulation will be pulse Doppler radar, and the Emission Designators will be 202MQ3N, 600MQ3N, and 632MQ3N. The Stop Buzzer for this program is Mr. Rod Whaley, phone (321) 951-5571.
