Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Northrop Grumman requests the filing of an (STA) Special Temporary Authority License provided in the ITFS A2 Channel 2512 to 2518 MHz frequency range. Northrop has been given permission to transmit in the spectrum band from the (licensee) Boston Catholic Television Center, Inc. from 10/14/06 to 10/19/06. The letter of authorization from the Television Center is attached. It is urgent that this STA is approved immediately because the spectrum is needed for the Conference tomorrow. The reason for the STA request is to provide an in-building wireless broadband demonstration to the International Association of Troops of Police. The demonstration will provide a support capability for different Police public safety agencies. The site will be in-building and should not transmit outside of the building.
