Please explain in the area below why an STA is necessary:
Due to drought conditions, reservoirs in New Mexico are at extreme low levels. The State Engineer needs to install remote transmitters operating on a frequency approved by NOAA/NESDIS that measure real-time water stage using Sutron Corporation's Satlink G312-1 and that transmit to NOAA's Geostationary Operational Environmental Satellites (GOES). The State Engineer will monitor and regulate diversions from rivers to ensure that water is properly distributed throughout the current irrigation season which has already begun.
