Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
New ICO Satellite Services G.P. (ICO) submits this request for an experimental special temporary authorization (STA) to conduct tests using mobile earth terminals (METs) over a period of five months. These tests will be conducted as part of the larger in-orbit and end-to-end testing of the ICO G-1 geosynchronous orbit satellite. The planned in-orbit payload testing is intended to verify the performance of the satellite payload operating in conjunction with METs. The proposed tests will involve the transmission of signals from and to METs in a portion of the 2 GHz MSS bands (i.e., 2000-2020 MHz and 2180-2200 MHz). Accordingly, there is a need for temporary access to the 2 GHz spectrum for in-orbit testing purposes. These tests will verify the function of handset and portable transceiver prototypes, and to test the interoperability of those terminals with ICOs Mobile Satellite Service (MSS) system. New ICO would like additional time to continue testing its prototype METs while license applications are pending. ICO therefore requests an extension of six months for special temporary authority to conduct testing consistent with its original authorization.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Tests to verify the function of handset and portable transceiver prototypes, and to test the interoperability of those terminals with ICOs Mobile Satellite Service (MSS) system. The purpose of these experimental STA applications is to test and integrate relevant components of the ICO MSS system. The proposed tests will involve the transmission of signals from and to METs in a portion of the 2 GHz MSS bands (i.e., 2000-2020 MHz and 2180-2200 MHz) in order to ascertain the proper function of the forward-link (2 GHz downlink to earth stations) and the return-link (2 GHz uplink to the satellite). The METs would operate within a geographic area surrounding ICOs North Las Vegas Gateway facility, call sign E070290. The STA will enable validation and end-to-end testing of spacecraft hardware and payload operations, and will assist ICO in developing ICO user terminals that are interoperable with its MSS system. The equipment to be operated pursuant to this STA is strictly for testing and demonstration purposes only and will not be deployed commercially. The 2000-2020 MHz band has been cleared of Broadcast Auxiliary Service (BAS) licensees within the Las Vegas DMA, i.e. BAS licensees no longer operate on former channels 1 and 2 in the 1990-2025 MHz frequency band.
