Please explain in the area below why an STA is necessary:
Near Space Corporation conducts high-altitude balloon flights for scientific testing in support of NASA and other government agencies. These flights are from altitudes of 20,000ft to 120,000ft. In order to safely conduct these missions, we would like to have the ability to monitor position, and send safety related commands to the balloons avionics system while in flight. We currently operate over the 902-928MHz frequency band, but at a max output of 36dBm, we have been unable to maintain a connection at the higher altitudes. We would like to request an STA for our upcoming flight test to allow us to increase our max power on our ground system to 40dBm.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
This operation is supporting a NASA/ESA flight test that will require communications from our ground station to a balloon avionics system at 100,000ft MSL. The total flight time will be approximately 2-5 hours. The flight will be launched from Madras, OR, and continue into Eastern Oregon until the flight is terminated. This operation is an essential flight test to support the European Space Agencys ability to conduct missions on Mars.
