Please explain in the area below why an STA is necessary:
Navmar Applied Sciences Corporation is developing the CURTIS (Communications Upgrade for Real-Time Information Support) system for the US Navy, which will permit airborne vehicles to capture, record and transmit video imagery files to mobile/stationary ground stations via radio, operating in a radio frequency band of 1.7 to 2.0 GHz used by the military. Ground testing of the system to ensure that transmission and receipt of video imagery files at specified data transfer rates is being accomplished is planned for mid-July through mid-August 2007. This Special Temporary Authority is being requested in order to comply with FCC regulations during the ground test phase.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
The operation is being conducted in order to verify system functionality and to test the three different system operating modes. Test basics: Testing will be conducted at the Navmar Applied Sciences Corp. facility located in Chester, Pa. One radio (site 1) will be co-located with the camera system in a building access area. The other radio (site 2) will be positioned on the opposite side of the parking lot, approximately 200 ft away. The CURTIS system will be used to capture, process and transmit video in each of the three formats. The scope of testing is as follows: Test 1 is the capture, processing and transmission of a single picture, in digital file format, with an estimated transmission duration of less than 2 seconds. This test will be successfully completed at least three times. Test 2 is the capture, processing and transmission of a snippet of video (approx. 10-15 seconds), in digital file format, with an estimated transmission duration of 6-8 seconds. This test will be successfully completed at least three times. Test 3 is the capture, processing and transmission of a full streaming video segment (approx. 5-10 minutes), in digital file format, with an estimated transmission duration of 5-10 minutes. This test will be successfully completed at least three times.
