Please explain in the area below why an STA is necessary:
Expedited treatment of the application is necessary because the principals of the prospective client that will make the decision whether or not to utilize this next generation of equipment for broadband technology are only available for the next three weeks. Once that time has passed, they will be unavailable and unable to participate in the evaluation of the equipment. Ultimately these individuals will decide whether or not to move forward utilizing this technology, and without these demonstrations they do not have sufficient basis on which to make their decision. Navini was unable to apply for this STA prior to this time because they had entered into discussions with the license holder of the spectrum to be certain no harmful interference would be caused to their operations, and those discussions were just successfully concluded.

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
The purpose of the operation is to determine the market potential, feasibility and functionality for this new broadband equipment in providing two way fixed broadband services to consumers. It is essential that the potential customer is able to obtain a realistic view of the system performance for designated users. Actual indoor and outdoor installations will be used in the test area to demonstrate the capabilitites of the system to perform according to specifications in bandwidth, delay, latency, user throughput and overall functionality. The demonstration will be performed over a four week period beginning December 23, 2002 utilizing the E4 channel (2632-2638 MHz) from WHT790 in the Kansas City metropolitan area. The equipment utilized will be the Navini Networks Ripwave 2.6GHz BTS, model #2600-05 BTS for the hub site and the customer premise equipment will be the Navini #2600-E or 2600-U. There will be two hub sites. Hub site #1 will be operated at N39-02-02, W94-36-57 and the CPEs associated with that hub will be installed at N39-01-47, W94-36-05 and N39-01-47, W94-36-05. Hub site number two will be located at N38-54-56, W94-39-24 with associated CPE at N38-54-56.5, W94-39-33.5. The parameters of Hub number 1 are as follows: Orientation ? 140 degrees Power ? 10.7 watts ERP Antenna Pattern ? 86 degrees Antenna Power ? 36 dbi Antenna Height ? 18.2 meters Emissions ? 6M00D7W ? QPSK, 8PSK, 16QAM The parameters of Hub number 2 are the same as above except: Antenna Height ? 21.2 meters Azimuth ? 270 degrees The CPE parameters: Antenna height ? approximately 1.5 meters Power - .125 watts Omnidirectional
