Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This experiment / demostration will last approximately 45 minutes on each day from August 1 to August 7 2008. It requires a transmitter in the GPS band (L1 = 1575.42 MHz) to be used indoors, only, in a building that has substantial metallic structures. A demonstration will be conducted in a conference room which will require a transmit power of no more than -65 dBm. See attachment 0299-EX-ST-2008_attach.pdf for a description of the maximum power limit calculations per NTIA regulations. An STA is required because the experiment / demonstration as described would violate Sections 2.803 and 15.205(a) of the Commissions Rules (Title 47 C.F.R. §§ 2.803 and 15.205(a). )
