Please explain in the area below why an STA is necessary:
The frequencies sought in television channels 14, 16, 17, 19 and 20, which are during the STA period unused in the New Orleans, Louisiana area (except as indicated in the narrative exhibit attached), are necessary in order to conduct two-way radio communications for logistical, security, public safety and operational purposes before, during and shortly after the Super Bowl scheduled for February 3, 2013. There are insufficient Part 90 channels available for use during this period, and the volume of voice, telemetry and IFB channels necessitates the availability of additional channels for this large scale event.
